Technical Specification for 70-80kg/hour Medical Waste Management Equipment for Bangladesh Tender

System Overview

· Supply, Installation, Testing and Commissioning of Medical Waste Management Equipment using a non-burn thermal procedure by generating a combination of microwaves and steam.
· Treatment plant capacity requirement: including construction of associated infrastructure.
· Treatment method: Non-burn thermal technology (Microwave-based dry heat solution / Microwave plus steam combined, pressure-less hybrid process).

Core Thermal Technology

· Generate thermal energy directly within the waste mass through microwave interaction with internal moisture.
· Operate without steam injection, boiler, or external thermal carrier.
· Operate without vessel pressurisation.
· Does not rely on frictional heat, mechanical compression, or conductive heating as primary sterilisation mechanism.

Treatment Capacity (maximum 2 machines may be used to meet capacity)

· Load combined capacity (weight): 70-80 kg per hour or more (with density of 1L = 0.1 kg) – approximate
· Load combined capacity (volume): 700-800 L per hour or more (with density of 1L = 0.1 kg) – approximate

Types of Medical Waste That Can Be Processed

· Plastic materials and rigid boxes
· Glass materials
· Surgical instruments and materials
· Contaminated sharps
· Metals and syringes
· Hemodialysis wastes
· Liquid biohazardous waste
· Blood bags, urine bags, etc.
· Anatomical and pathological wastes (including placentas, etc.)

Treatment Performance Requirements

· Waste volume reduction: Approximately 80% or more
· Waste weight reduction: 20% or more
· Microbial inactivation / decontamination: ≥6 log10 reduction

System Output

· Final output is sufficiently dry, decontaminated, and suitable for direct disposal as non-infectious municipal waste.

Loading System

· Automatic loading: automatic bin loading system / ergonomic loading optimised for manual loading.

Odour and Dust Control

· The system shall produce no odour.
· Integrated dust control system required.

Holding / Loading Chamber

· Material of construction: Stainless steel.

Waste Shredder

· Integrated shredder/grinder with rotating blades; or non-integrated shredder (disinfection before shredding).
· No UV-C rays / system pre-sterilisation allowed.
· Shredder material: Steel complying with international standards for high-quality shredder systems.
· The shredder shall be equipped with a screen to achieve a homogeneous final waste residue size of ≤20 mm diameter.

Under Mill Hopper

· Material of construction: Stainless steel with level sensor.

System Chassis & Bodywork

· Material of construction: Painted steel.

Control and Safety System

· Equipped with system control and alarms for overloading, overheating, and/or other critical operating parameters. Bidders shall indicate a list of control and alarm systems.
· All electrical installations shall comply with EC regulations.
· No moving equipment shall be accessible during operation.
· Visual and audible alarms are recommended.

Quality Control

· Protocol using SCBIs (Self-Contained Biological Indicators) and incubator.

Remote Monitoring

· Remote monitoring system is preferable.

Supporting Structures

· Complete with all supporting structures and foundation bolting requirements, included in the supplier’s scope.

Electrical Supply

· 1-phase / 3-phase, 50 Hz (as required).

Water Consumption

· Low water consumption.
· Water softener if required.

Utility Connections

· Complete with all utility connections required for system operation.

Space Availability for Full System Installation

· Maximum 120 square metres.
· Waste storage space before treatment: within the same waste treatment room as above.

Installation & Commissioning

· Required at the hospital site.
· Supplier is responsible for installation and commissioning, including interconnecting utility lines and system accessories.

Training in Operation and Maintenance

· Bidder shall arrange a minimum of 30 days of on-site training at the hospital for 4 persons nominated by the competent authority.

Certifications

· Must submit CE, ISO 9001, ISO 14001 certificates (certificates must be enclosed with the offer).

Country of Origin

· USA / Japan / France / Switzerland / Belgium / UK / Italy.
· Country of manufacture and shipment must be the same as the country of origin.

Pre-Shipment Inspection (PSI)

· PSI shall be carried out by internationally accepted inspection agencies or two (2) engineers nominated by PWD.
· All costs related to PSI shall be borne by the bidder.

After-Sales Service

· Minimum 2 years of after-sales service by competent personnel.

Waste Carrying Bins

· Quantity: 100 units.

Warranty

· All spare parts shall be supplied for 2 years, as directed by the Engineer-in-charge.
